Why does the passport cost EUR 116.20 rather than EUR 116?

Because the booklet fee rose from EUR 42.50 to EUR 42.70 under a Ministry of Economy decree of 23 September 2025, published in the Official Gazette on 17 October 2025 and effective from 1 December 2025. The EUR 73.50 administrative contribution was unchanged. Many pages online still quote the earlier EUR 116 total: if you find that figure, the source has not been updated.

EUR 58.40 in total, according to the Italian transport ministry's page on obtaining a category B licence. It splits into two payments made through the PagoPA platform: tariff N067 for the theory test, worth EUR 26.40 in motoring agency fees plus EUR 16.00 in duty, and tariff N019 for the driving test, worth EUR 16.00 in duty. Private candidates owe them too. Sicily, Valle d'Aosta and the autonomous provinces apply their own tariff schedules.

Why did the town hall charge me EUR 22.21 rather than EUR 16.79?

Because EUR 16.79 is only the share the municipality passes to the state for producing and posting the card. On top of it every town hall applies its own fixed and clerical charges, worth about EUR 5.42. The Interior Ministry's portal says so explicitly: the amount is due «plus fixed and clerical charges where these apply». In Andria the counter total is EUR 22.21, in Cagliari EUR 22.22.

Yes, but by exactly EUR 14.20. The state charges are identical through both channels: EUR 42.70 for the booklet and EUR 73.50 as an administrative contribution, EUR 116.20 in total. At a post office you also pay the Polis service charge, taking the total to EUR 130.40. You are not buying a more expensive passport: you are paying for counter assistance and for the file to be forwarded to the police headquarters.
