The official price of energy, the one the regulator sets and offers advertise, is EUR 0.158 per kWh in the second quarter of 2026. The real cost of a kilowatt-hour — the annual bill divided by the kilowatt-hours used — is about EUR 0.296. The gap is not a hidden commercial margin: it is distribution and meter management, general system charges, excise duty and VAT, plus the annual standing charge spread across consumption. These items are identical across suppliers and not negotiable, and that has an important practical consequence: an offer that cuts the energy component by ten per cent does not cut the bill by ten per cent, but by a little over five. It is why comparisons made on the advertised per-kWh price alone almost always look rosier than the bill that arrives.

Short answer

The price of energy and the price of a kilowatt-hour on a bill are two different numbers, and the gap is close to double. Mixing them up is why so many comparisons between electricity offers never add up.

Ask what a kilowatt-hour costs in Italy and you get two answers, both correct, that differ by almost a factor of two. The first is the price of the energy component: for the second quarter of 2026 the regulator set it at EUR 0.15837 per kWh at peak times for the protected Maggior Tutela service, net of taxes. That is the number commercial offers put on the front page, because it is the lowest and the easiest to compare. The second answer is what actually leaves your bank account divided by the kilowatt-hours you used: ARERA calculates that the typical vulnerable customer on the protected service will spend EUR 591.86 in the twelve months from October 2025 to September 2026, and that profile consumes 2,000 kWh a year with 3 kW of contracted power. Do the division and you get roughly EUR 0.296 per kWh. The gap between the two figures is not a supplier's mark-up: it is distribution, meter management, general system charges, excise duty and VAT — items that do not depend on who sells you the electricity and that no offer can remove. How to spend less

  1. When comparing two offers, always check whether the advertised price is the energy component alone or the all-in cost: the two differ by almost double and cannot be compared with each other.
  2. Check the contracted power on your bill: many homes carry 4.5 or 6 kW out of habit rather than need, and power feeds into the standing charge all year round.
  3. On a multi-band contract, shift the washing machine, the dishwasher and any charging into evenings and weekends: it is the only lever that acts on the energy price without changing supplier.
  4. Before signing a fixed-price offer, look at how long the price is locked and what the exit penalty is: a long lock signed in an expensive quarter is paid for throughout the following period.
  5. For a rarely used second home, consider the lowest available contracted power: at low consumption the standing charge dominates and the per-kWh cost can be double that of a main residence.

Frequently asked questions

So what does a kilowatt-hour really cost, EUR 0.16 or EUR 0.30?

Both figures are correct but they measure different things. About EUR 0.158 per kWh is the energy component the regulator set for the protected service in the second quarter of 2026, net of taxes: it is the price of electricity as a commodity. About EUR 0.296 per kWh is what each kilowatt-hour actually costs once network charges, system charges, excise duty, VAT and the standing charge are counted. Use the first number when comparing two offers, but use the second when building a household budget: it is the one that matches what you will actually pay.

Why does my bill look dearer than this average price?

There are three common reasons. The first is the standing charge: it is paid all year regardless of consumption, so anyone using less than 2,000 kWh has it spread over fewer kilowatt-hours and sees a higher average price. The second is contracted power: above 3 kW the economic conditions change. The third is that the reference figure covers the protected service reserved for vulnerable customers, whereas anyone on the free market pays their own contract terms, which may be better or worse. On top of that come balancing adjustments, which concentrate months of real consumption into a single bill.

Who is still entitled to the protected service?

The Maggior Tutela service is now reserved for customers classed as vulnerable. According to the definition given in the regulator's releases, that covers people over 75, recipients of the social bonus, people with a disability under article 3 of law 104 of 1992, anyone living in emergency housing or on a small non-interconnected island, and anyone using life-saving equipment. All other domestic customers are on the free market, where the price of energy is set by the contract rather than by the regulator.

How much of an Italian electricity bill is taxes and charges?

Almost as much as the energy. The comparison is direct: the regulated energy component is worth about EUR 0.158 per kWh, the effective all-in cost about EUR 0.296. The difference, around EUR 0.138 per kWh, is made up of distribution, meter management, general system charges, excise duty and VAT. These items are identical across suppliers, because they depend not on who sells the energy but on how the electricity system is financed. That is why switching supplier acts on less than half of the bill.

How often does the price of electricity change?

For the protected service the economic conditions are updated every three months by a decision of the regulator, normally announced in the last week of the preceding quarter. For the third quarter of 2026 the update brought a 4.6 per cent rise, after 8.1 per cent in the second quarter and minus 2.7 per cent in the first. Volatility is therefore high even a few months apart, which is why this guide works from rolling annual spend rather than a single quarter's price: one quarter in isolation says very little about what a year costs.

Is a fixed or a variable price better?

It depends what you want from it. A fixed price protects against rises but rules out benefiting from falls, and recent quarters have moved in both directions: minus 2.7 per cent, plus 8.1 per cent, plus 4.6 per cent. In practice a fixed price buys stability rather than savings. Before signing, two things matter more than the headline rate: how long the price is locked and what the early-exit penalty is, because a long lock signed in an expensive quarter is carried through the whole period that follows.

How we worked it out

The energy component comes directly from the values ARERA publishes for the protected service, and is an administered figure rather than a market average. The effective cost per kWh, by contrast, is not published anywhere as a single number: we derived it by dividing the annual spend the authority announces each quarter by the consumption of the profile that spend refers to, which the authority itself states as 2,000 kWh a year with 3 kW of contracted power. EUR 591.86 a year therefore yields roughly EUR 0.296 per kWh all in. The division is ours and we say so: it is arithmetic on two official figures, not an estimate. The bottom of the range uses the same method on the annual spends for earlier periods published in ARERA's releases, EUR 589.34 and EUR 563.76. We excluded the 2,700 kWh profile, which the authority publishes separately, so as not to mix two calculation bases inside one number.

Why this confidence level

High confidence, because every input comes from the regulator that sets the economic conditions of the protected service, cross-checked across three separate pages plus the full text of one release. It is not at the ceiling for a precise reason: the all-in price per kWh is not published as such, and arises from a division we perform between the official annual spend and the official consumption profile. The arithmetic is verifiable and both figures are cited, but the step is ours. It is also worth remembering that the figure describes the typical customer of the protected service: anyone on the free market pays their own contractual terms, which may sit above or below this value.
